Yvonne Cowser Yancy is the Commissioner of Human Resources for the City of Atlanta. She has over 20+ years of experience in the Human Resources field with both public and private sector entities. In her current role, she oversees all functions of Human Resources that impact 8,500 employees and 5,000 retirees; including health and wellness benefit plans, labor relations, talent acquisition, HRIS and the Employee Assistance Program. Since joining the City in 2011, Yvonne has leveraged her private sector experience to transform the City’s Human Resources function (annual budget of $13m) from a transactional organization to a strategic contributor. Responsible for the third-largest healthcare plan in the State, she led the design and implementation of the Mayor’s “A Healthier You” initiative, a comprehensive wellness program that has limited healthcare increases to 0-2% annually with actual premium savings of more than $15m. Additionally, she has focused on maintaining the City’s competitive position as an employer of choice by leading compensation work that has aligned City pay to the market, sponsoring a gender equity in pay study to ensure equal pay for equal work, and successfully advocating for the addition of paid parental leave to the City’s Benefits portfolio. Prior to joining the City, Yvonne held progressively more responsible positions with several fortune 500 companies including GE Capital, Ashland Inc., Lincoln Financial Group, and SunTrust Bank. She holds an MBA in Employee Relations from Georgia State University and a BA in Economics from Northwestern University. Yvonne is also a graduate of Leadership Atlanta (2013). A native of Atlanta, Yvonne is involved in civic and charitable organizations such as the Atlanta Chapter of The Links, Inc., and is a former member of the SHRM Atlanta Board of Directors. She also actively mentors others seeking careers in Human Resources.
